Last updated: January 1, 2026. These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," "you") and winhq ("winhq," "we," "us," "our") governing your access to and use of the winhq online gaming platform available at winhq.app.
01 Acceptance of Terms
By accessing, registering on, or using any part of the winhq platform — including its website, games, promotions, and support services — you confirm that you have read, understood, and agree to be bound by these Terms and Conditions in their entirety, together with our Privacy Policy and any game-specific rules published on the platform.
If you do not agree with any part of these Terms, you must immediately cease using the winhq platform. Continued use of the platform following any update to these Terms constitutes your acceptance of the revised Terms.
Important: These Terms apply to all users of winhq, including registered players, guests browsing the platform, and any person accessing winhq from within the Republic of the Philippines or from any other jurisdiction where online gaming is permitted.
winhq reserves the right to modify, update, or replace these Terms at any time. Material changes will be communicated to registered players via the email address associated with their account or through a prominent notice on the platform. It is your responsibility to review these Terms periodically.
02 Eligibility
To register and maintain an account on winhq, you must satisfy all of the following eligibility requirements at all times:
- You must be at least 21 years of age, as required by PAGCOR regulations governing online gaming in the Philippines.
- You must be a natural person with full legal capacity to enter into binding contracts under Philippine law.
- You must not be a resident of, or accessing winhq from, any jurisdiction where online gambling is prohibited by applicable law.
- You must not be a current employee, contractor, director, officer, or immediate family member of winhq or any of its affiliated companies, game providers, or payment processors.
- You must not have been previously excluded or banned from winhq or any other PAGCOR-regulated gaming platform.
- You must not be registered on any self-exclusion list maintained by PAGCOR or any recognized responsible gaming authority.
Age Verification: winhq conducts age verification during the registration process and may request supporting documentation at any time. Accounts found to belong to players under 21 years of age will be immediately suspended, and any balance held in such accounts will be handled in accordance with applicable PAGCOR guidelines.
By registering on winhq, you represent and warrant that you meet all eligibility requirements listed above. Providing false information to circumvent eligibility requirements is a serious violation of these Terms and may result in criminal liability under Philippine law.
03 Account Registration
To access real-money games and services on winhq, you must create a registered account. The following rules apply to all winhq accounts:
- One account per person: Each individual may hold only one registered account on winhq. Creating multiple accounts — whether under the same or different names — is strictly prohibited and will result in the suspension of all associated accounts and forfeiture of any balances held therein.
- Accurate information: You must provide accurate, complete, and current information during registration, including your full legal name, date of birth, residential address, and valid contact details. You are responsible for keeping this information up to date.
- Account security: You are solely responsible for maintaining the confidentiality of your account credentials, including your username and password. You must not share your account access with any third party. winhq will not be liable for any loss resulting from unauthorized access to your account caused by your failure to maintain adequate security.
- Identity verification (KYC): winhq may require you to complete identity verification procedures at any time, including submission of a government-issued ID (such as a Philippine passport, SSS ID, UMID, or driver's license), proof of address, and proof of payment method. Failure to complete KYC verification may result in restrictions on your account, including suspension of withdrawal privileges.
- Account non-transferability: Your winhq account is personal to you and may not be sold, transferred, or assigned to any other person under any circumstances.
winhq reserves the right to refuse registration, suspend, or permanently close any account at its sole discretion, including where it suspects fraud, money laundering, or any other violation of these Terms or applicable Philippine law.
04 Deposits & Payments
All financial transactions on winhq are denominated in Philippine Peso (PHP / ₱). The following terms apply to all deposits made to your winhq account:
- Deposits may be made via GCash, PayMaya, BDO online banking, BPI online banking, Metrobank online banking, and any other payment methods made available on the platform from time to time.
- Minimum and maximum deposit limits apply and are displayed at the point of transaction. These limits may vary by payment method and account verification status.
- Deposits are credited to your winhq account balance upon successful confirmation from the relevant payment provider. Processing times vary by payment method; GCash and PayMaya deposits are typically reflected within minutes.
- You may only deposit funds from payment accounts that are registered in your own name. Deposits from third-party accounts are strictly prohibited and may result in account suspension and reversal of funds.
- winhq does not charge fees for deposits; however, your payment provider may apply its own transaction fees. You are responsible for any such fees.
- winhq reserves the right to refuse or reverse any deposit that it reasonably suspects to be fraudulent, unauthorized, or in violation of these Terms or applicable law.
Anti-Money Laundering: winhq is committed to compliance with the Anti-Money Laundering Act of the Philippines (Republic Act No. 9160, as amended). All transactions are monitored for suspicious activity. winhq is required by law to report suspicious transactions to the Anti-Money Laundering Council (AMLC) and to cooperate fully with any investigation by Philippine authorities.
05 Withdrawals
Withdrawal of funds from your winhq account is subject to the following conditions:
- Withdrawals will only be processed to a payment account registered in your own name and verified during the KYC process. winhq does not process withdrawals to third-party accounts under any circumstances.
- Before processing any withdrawal, winhq may require you to complete or update your identity verification. This is a regulatory requirement and is not optional.
- Minimum and maximum withdrawal limits apply and are displayed at the point of transaction. These limits may vary by payment method and account tier.
- Withdrawal requests are processed within the timeframes published on the platform. GCash and PayMaya withdrawals are typically processed within one to three business days, subject to verification requirements.
- Bonus funds and winnings derived from bonus play may be subject to wagering requirements before they become eligible for withdrawal. See Section 6 for full bonus terms.
- winhq reserves the right to delay or withhold withdrawal processing pending completion of identity verification, investigation of suspected fraud, or compliance with a legal order from a Philippine authority.
- In the event that a withdrawal is delayed beyond the published processing timeframe for reasons within winhq's control, you may contact our support team for an update. winhq will not be liable for delays caused by third-party payment providers.
06 Bonuses & Promotions
winhq offers various bonuses, promotions, free credits, and loyalty rewards to eligible players. All such offers are subject to the following general terms, in addition to any specific terms published alongside each individual promotion:
- Bonuses are available to eligible registered players only. winhq reserves the right to determine eligibility for any promotion at its sole discretion.
- All bonuses are subject to wagering requirements, which specify the number of times the bonus amount (and in some cases the deposit amount) must be wagered before any associated winnings can be withdrawn. Wagering requirements are clearly stated in each promotion's specific terms.
- Bonuses have validity periods. Any bonus funds not used within the stated validity period will be forfeited automatically.
- Only one bonus may be active at a time unless otherwise specified. Claiming a new bonus while another is active may result in the forfeiture of the existing bonus.
- winhq reserves the right to withdraw, modify, or cancel any bonus or promotion at any time without prior notice, provided that any bonus already credited to a player's account will remain subject to the terms in effect at the time of crediting.
- Any attempt to abuse, exploit, or manipulate bonus offers — including through the use of multiple accounts, coordinated play, or any other method — will result in the cancellation of all bonuses and may result in permanent account suspension.
- Bonuses are for entertainment purposes and do not constitute a guaranteed financial benefit. winhq makes no representation that any bonus will result in a net financial gain for the player.
07 Game Rules & Fair Play
All games available on the winhq platform are governed by individual game rules published within each game interface. By participating in any game, you agree to be bound by the applicable game rules. The following general principles apply to all games on winhq:
- Random Number Generators (RNG): All non-live games on winhq use certified random number generators to determine game outcomes. These RNGs are regularly tested and certified by independent third-party testing laboratories to ensure fairness and unpredictability.
- Live dealer games: Live dealer games are conducted by trained dealers in real time. The outcome of live dealer games is determined by physical game elements (cards, roulette wheels, dice) and is not subject to software manipulation.
- Malfunction voids play: In the event of a technical malfunction, game error, or system failure that affects the integrity of a game round, winhq reserves the right to void the affected round and return any wagers placed. winhq's decision in such matters is final.
- Disconnection policy: If you are disconnected from a game in progress due to internet or device issues, winhq's system will handle the game round according to the applicable game rules. winhq is not responsible for losses resulting from player-side connectivity issues.
- Game history: A complete record of your game history is available in your account dashboard. If you believe there is an error in your game history or account balance, you must notify winhq support within 30 days of the relevant transaction.
08 Prohibited Conduct
The following conduct is strictly prohibited on the winhq platform. Engaging in any prohibited conduct may result in immediate account suspension, forfeiture of balances, and referral to the appropriate Philippine authorities:
- Registering more than one account or using another person's account.
- Providing false, inaccurate, or misleading information during registration or at any other time.
- Using the platform if you are under 21 years of age or are otherwise ineligible under these Terms.
- Attempting to manipulate game outcomes through the use of software, bots, scripts, or any other automated means.
- Colluding with other players to gain an unfair advantage in any game.
- Engaging in any form of fraud, including chargeback fraud, payment fraud, or identity fraud.
- Using the platform for money laundering or any other illegal financial activity.
- Exploiting software bugs, errors, or vulnerabilities for financial gain. Any winnings obtained through exploitation of a software error are void and must be returned.
- Harassing, threatening, or abusing other players or winhq staff through any communication channel.
- Accessing the platform from a jurisdiction where online gambling is prohibited by applicable law.
- Attempting to reverse-engineer, decompile, or otherwise tamper with the winhq platform or any game software.
09 Responsible Gaming
winhq is committed to promoting responsible gaming and takes its obligations in this area seriously. The following responsible gaming provisions form part of these Terms:
- Age restriction: winhq strictly enforces the 21+ age requirement. If you are under 21, you must not use this platform.
- Deposit limits: You may set daily, weekly, or monthly deposit limits on your account at any time via your account settings. Limit reductions take effect immediately; limit increases are subject to a mandatory cooling-off period.
- Loss limits: You may set loss limits to restrict the amount you can lose within a defined period. These limits are enforced by the platform and cannot be overridden.
- Session time limits: You may set session time reminders that alert you when you have been playing for a specified period.
- Self-exclusion: If you feel that your gambling is becoming problematic, you may request self-exclusion from the winhq platform for a period of your choosing, from a minimum of 24 hours to permanent exclusion. 10 Intellectual Property
All content on the winhq platform — including but not limited to the winhq brand name, logo, website design, game interfaces, graphics, text, software, and promotional materials — is the exclusive intellectual property of winhq or its licensors and is protected by applicable Philippine and international intellectual property laws.
You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the winhq platform for personal, non-commercial entertainment purposes only. This license does not include the right to:
- Copy, reproduce, distribute, or publicly display any winhq content without prior written authorization.
- Modify, adapt, translate, or create derivative works based on winhq content.
- Use the winhq brand name, logo, or any other trademark in any manner that could cause confusion or imply endorsement without written consent.
- Scrape, crawl, or systematically extract data from the winhq platform.
Any unauthorized use of winhq intellectual property may result in legal action under the Intellectual Property Code of the Philippines (Republic Act No. 8293).
11 Limitation of Liability
To the fullest extent permitted by applicable Philippine law, winhq's total liability to you for any claim arising out of or in connection with your use of the platform — whether in contract, tort, or otherwise — shall not exceed the total amount deposited by you into your winhq account in the 30 days immediately preceding the event giving rise to the claim.
winhq shall not be liable for any of the following, whether direct, indirect, incidental, consequential, or otherwise:
- Loss of profits, revenue, or anticipated savings.
- Loss of data or corruption of data.
- Loss of opportunity or goodwill.
- Any loss arising from your reliance on information published on the platform.
- Any loss arising from interruption, suspension, or termination of the platform or any game.
- Any loss arising from unauthorized access to your account resulting from your failure to maintain adequate account security.
- Any loss arising from events beyond winhq's reasonable control, including but not limited to acts of God, natural disasters, government actions, internet outages, or third-party service failures.
Nothing in these Terms shall limit or exclude winhq's liability for death or personal injury caused by its negligence, fraud, or any other liability that cannot be excluded under Philippine law.
12 Privacy & Data Protection
winhq collects, processes, and stores your personal data in accordance with its Privacy Policy and the requirements of the Data Privacy Act of the Philippines (Republic Act No. 10173). By registering on winhq, you consent to the collection and processing of your personal data as described in the Privacy Policy.
Key points regarding your data on winhq include:
- Your personal data is used to operate your account, process transactions, verify your identity, comply with legal obligations, and improve the winhq platform.
- winhq does not sell your personal data to third parties for marketing purposes.
- Your data may be shared with payment processors, identity verification providers, and regulatory authorities as required by law or necessary to operate the platform.
- You have the right to access, correct, and request deletion of your personal data, subject to winhq's legal retention obligations.

13 Amendments to These Terms
winhq reserves the right to amend, update, or replace these Terms and Conditions at any time. When material changes are made, winhq will notify registered players by email or through a prominent notice on the platform at least seven (7) days before the changes take effect, except where immediate changes are required by law or regulatory directive.
Your continued use of the winhq platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree with the amended Terms, you must cease using the platform and may request closure of your account in accordance with the account closure procedure described in your account settings.
The most current version of these Terms is always available on the winhq platform. The "Last updated" date at the top of this page indicates when the Terms were most recently revised.
14 Governing Law & Dispute Resolution
These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.
In the event of any dispute, controversy, or claim arising out of or relating to these Terms or your use of the winhq platform, the parties agree to first attempt to resolve the matter through good-faith negotiation. If the dispute cannot be resolved through negotiation within 30 days, either party may escalate the matter through the following channels:
- PAGCOR dispute resolution: Disputes relating to game outcomes, account management, or regulatory compliance may be referred to PAGCOR's dispute resolution process for licensed online gaming operators.
- Philippine courts: Any dispute not resolved through the above process shall be subject to the exclusive jurisdiction of the competent courts of Metro Manila, Philippines.
Nothing in this section prevents winhq from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction to protect its intellectual property or prevent irreparable harm.
